Why do most states tax the pensions of out-of-state'rs who move |

there? Wouldn't they be glad to encourage new residents in order to increase their tax base? Or do they think they (retirees) would be more of a potential financial burden than a help? If the latter, it seems like old fashioned thinking considering all the very young retirees out there nowadays.

Can't tax a factory, or they'll go elsewhere. Gotta give a tax break to Bass Pro Shop, or they'll go elsewhere.
