1. I found a friend who moved to Norway in 1973 by
going to the Norwegian Yahoo site and searching her name. I didn't find her address, but I found out that she sings in the chorus of the Oslo Philharmonic. One of these days (especially if I'm ever Scandinavia-bound again) I'll write to the Philharmonic and ask them to get a message to her.

If there's a Belgian version of Yahoo, try searching the person's name. I can't guarantee that you'll find anything, but you may.

2. Skip tracer
If you have a friend who is an attorney they will know several. Probably costs you between $75 - 150 bucks. You'll get unlisted phone numbers, SSNs, all sorts of useful stuff.
