"We have a report of suspicious persons, vagrants, setting a tent up on the St Paul's church lawn"

HOW SUSPICIOUS! What could they be doing there? Obviously they're trying to look like backpackers trying to get out of the thunderstorm and rain. But what is their motive......I don't like this one bit!
