Forgive my daftness, but isn't that kind of vague? Where the Hell is that? Alaska seems logical. Or is it Norway or Finland? Or, sense a following line is:

The deal was made in Denmark on a dark and stormy day

Is Warren Zevon talking about Greenland, which is controlled by the Danish?

This song as been playing in my head for the past week and the first line drives me nuts!
