What is the greatest line any character ever said on TV?
I can think of a lot of good ones, but the best has got to be this one: From "Sapphire and Steel", story 2, episode 2, Steel laments on humankind's habit of killing each other upon Sapphire's relaying to him the apparition she'd met:

(with excitement) "Great wars, civil wars, holy wars!" (now add contempt) "You know, sometimes I wonder why they ever bother to send us here!" ("here" meaning Earth.)

(Sapphire & Steel, BTW, is a superlative British sci-fi series, 1979-1982, which is not unlike the X-files except it's true sci-fi and originality and the ultimate in atmosphere - something X-Files can't even begin to compare with.)

said by Jack McCoy (Law & Order) in a summation. He prefaces this sentence with examples of illegal behavior in an effort to show how corrupt people in power may be. The final phrase is "Sleep with me"....he was prosecuting a man who had raped an employee.

5. Can't remember the exact line, but
it was something like

"As of today, I am resigning from the office of President of the United States."

Whoops, Nixon was a "character", not a character.
