Should I write an Op-Ed piece in my college's newspaper before proposing
legislation in my University's student government? Should I write it after? How has stuff like this worked in the past when public officials have wanted to get support for an idea? Should I even bother with the paper? Is this proper?

It's a simple idea to get some bulletin boards up in main areas of campus so that each student organization could have their own bulletin board. I want the idea to be really popular though. Guidance is appreciated.
