At what level do politicians and their advisors become "above the law"

I think most, if not all, US presidents and their advisors feel they are above the law, and they are, in reality. I believe there is much quasilegal and illegal stuff that goes on, and only a small fraction of it ever sees the light of day.

My question is, is this a problem primarily with the presidency, or are senators and congressmen prone to thinking this way, as well?

What about at the state level?

Remember when he was just Lt. Gov. Goodhair, and his driver got pulled over for speeding by a DPS Trooper? "Why don't you just let us get on down the road?" Hehehe...pesky dashboard video cameras!

I think that people at all levels of government abuse their power on a daily basis, but most of it is over matters that only concern a few people at most. Think about school boards, local small-town sherriffs, etc...

3. I really don't think it's only an (R) problem.

It's a fault of human nature, not of one party. It may be that the abuses of each party are of a different nature, though.

4. It really depends on the person

The city that I was raised in had a mayor that used his mayorial to help his drug business. A local sheriff did some questioned things that went to court but did not result in a conviction. Many politicians at all levels have great respect for the law though,
