"Hong Kong is a cosmopolitan city and there are advanced cities that allow (nudity), why can't Hong Kong have one?" Cheung told AFP.
Public nudity is illegal in Hong Kong and offenders can be jailed for up to six months or fined 1,000 Hong Kong dollars (128 US dollars).
And Cheung has his philosophy about the benefits of nudity.
"When you are unhappy and stressed about work, it helps when you are naked in front of each other. We are all equal when you are naked and you can put all the bad things behind you," he said.
