Who can tell me how it is out there? I have a family member who's seeking help.

2. Like everything in the current economy.

It's out there, but getting whacked by budget problems. Underfunded, and trying to supply vital social services when revenues and federal aid are both in the crapper.

Maine DHS is in the middle of an accounting snafu where they lost a few million dollars.
