12. Yep. It means "Diver Down"

It's flown by any boat or float above a location where scuba divers are located and within about a 100 yard radius (100' in a river). It's intended to protect the divers and is covered by laws in all (?) the states and most nations.

It's distinct from the "Alpha" (or "ALFA") flag that boats can also fly which is intended to protect the boat by warning other boats that it is being navigated according to the needs of its divers and not subject to other subordinate rules of the road.
