1) Out of the control of the excutive branch

2) Pissed at Bush

Paul was never in the White House much, only a few "one on ones"
with the Pretzeldent, and the cabinet meetings were all scripted
photo ops. Read his book, very depressing that we have such
a below average intellect as "the leader of the free world" (now
that's so wrong in so many ways).
