My neighbors dog has dug himself to freedom once again
i swear i'm gonna keep. Pongo gets left in the backyard when they go out, he's pretty small, somekind of scottie terrier thing, he's pretty old and has various health problems including allergies so he's always very congested sounding. Well he's dug out under the fence and is sitting on my from bench eating some doggie treats i keep on hand for him when he comes a visiting.

2. his owners piss me off
they don't treat him good enough imo. Would it kill them to tell him he's a good boy or to scratch his belly?

Pongo's a lucky dog to have you as a neighbor.

6. Knew a terrier was involved just from the header!
Most of them seem to be MIT grads.

Had a friend with a terrier who liked to visit next door. He put a big rock in the dog's escape shute. Next day, the dog starts digging next to the rock, but in front of a fencepost set in concrete, 3 feet into the ground. He tells the dog, 'Sorry, bud, you won't get under by digging there.' Dog looks up, thinks a bit, returns to the project.

Next day, friend gets home, goes to yard to play with the dog. Dog just sits by new hole and ignores tennis ball. Friend goes over to dog/new hole. Once dog has his audience, he turns to the hole and digs sideways toward the rock in his tunnel. The rock falls into the new hole, the dog goes out the old escape hatch, does a little victory dance with the Rottie next door, comes back through the tunnel, snorts in the general direction of the biped who thought he was in charge and ran off to get his tennis ball.

Good of you to keep treats on hand for your neighbor dog. There is probably no way in hell to keep him from visiting if he likes you! ;)

7. Is there some kind of Animal Control
where you live? Call them. Perhaps they'll crack down on the neighbor. In a lot of municipalities it's illegal to mistreat animals, or leave them outside like that.

8. Why don't you give him a doggie door in the fence
so he doesn't have to dig his way in?

He's just lonely, dogs are social animals and shouldn't be left by themselves all the time. If they're not around, they should get a companion dog for him, Or elist your agreement about you and he keeping company....

9. Lonely dogs
That is aggravating thinking of a dog left outside alone all day. My dog is content to stay here for five or six hours in the house by herself, but I think she has doggie Asperger's or something. Actually, it would be fun to videotape my dog while we're gone. There's never any concrete evidence that she does anything besides sleep on the couch, except for my mattress being scooted halfway off the boxsprings. I think she runs laps around the house and uses my bed as a springboard.

Our first dog, a male elkhound, was miserable when he had to stay home alone and let us and the neighborhood know about it. We got him a small dog to keep him company and his behavior was exemplary from then on.

Gee, between this and the kids in restaurants thread, I need to get off DU and go hug and kiss my dog and my kids. My kids are teenaged boys, though, and they probably won't like it!
