Check out nbc.com. Apparently there's a new female candidate whose health plan is so close to Bartlet's that only a WW staffer could have given it to her. I guess maybe Josh thinks Toby did it and gets angry because Josh was the guy responsible for the omnibus health bill in S2 ("The Stackhouse Filibuster")?

My guess is that Toby's advising the new candidate, and Josh is pissed about Toby's apparent hypocrisy.
