Bad wigs are worn by people who can't afford good ones but want to conceal their hair loss. Not all women who lose their hair are comfortable being seen bald.

There may be some among us who wear wigs/hairpieces for medical reasons or hair loss. I've yet to meet any woman who does who is not incredibly self-conscious in that circumstance.
