how do they spend money that doesn't exist?

i do this and i get prosecuted for hot checks.

you, too, can increase your debt load by half a trillion dollars a year if you have the authority to tax the world's biggest economy.

for a while, anyway, until the lenders realize that the powers that be have no intention of ever paying it back....
