Over the course of my life, I've gotten three cats free through the newspaper, four cats from shelters, fish from carnivals, gerbils from an elementary school friend... How can you make it illegal to sell something that most people can find for free among their immediate contacts? It's a shame that some animals are abused, but I'd say relatively few kids buy pets and keep them without their parent's consent (with the possible exception of fighting pit bulls, but that's already illegal.) Plus you'd have to decide which pets are protected and which aren't. The store I used to work at sold feeder rats for snakes, feeder goldfish and crickets. Would it be illegal to sell an animal to a minor for the purpose of feeding it live to another pet? That's 90% of the sales to minors without a parent present- they're buying rats to feed to the snake they bought with dad. The other 10% are buying hamsters and mice to add to an existing collection or replace a deceased animal. I think you may need to be 18 to adopt a dog or cat from a shelter.
