9. Combinations of effects in PhotoShop

For instance, the water is a fill of blue, then add noise, crystalize, motion blur, then ripple.

Mermaid body, fill with gradient, add noise, crystalize, stained glass. You play with the effects enough, you'll get them.

Then use dodge and burn to to get contour shading.

The lighting effect is a black and white gradient layer over the water background using hard light blend mode.

Hair: fill, noise, (I use a lot of noise) radial blur, ripple.

I used liquefy to give her a little, er, augmentation.

It helps to put objects on different layers.
