How do you capture and save a frame from an mpeg file?

I want to save a frame as a jpg and don't see any tools in Windows, so I assume I need some other utility.

1. If you have PowerDVD, there's a capture

tool included with it. If you don't think you have it you might want to check your DVDs...a lot of them come bundled with it these days.

3. If you can pause the mpeg

can't you simply hit the "print screen" button and then crop the image in PhotoShop or whatever?

That doesn't work. All you get is a black screen. Power DVD is easiest, although some dvds can deactivate the capture function.
