Blair could have said, "The DSM is a fraud." Or "The DSM is a lie." Or "The DSM didn't get it exactly right." But he hasn't even said, "How dare you--we did NOT fix the facts to fit the policy!"

What he said was, "The facts were not being fixed in any shape or form at all" and that "that memorandum was written before we...went to the United Nations." (link--see #2). So the memo must be real, and its information must be accurate. Tony could have and would have denied it otherwise, but he can't because he knows there's someone out there with the equivalent of a semen-stained dress!
