1. It's an executable that is trying to run on startup.
But I don't know what application it is for. It could be spy/ad ware. Disable it in startup and see if you have any problems with anything running. To do this...

click on start
click on run
type msconfig in box and click ok
when the window pops up...
click on startup tab
look for s2008ins.exe and uncheck the box
click ok and reboot

if you find you need this to run at startup, then all you will have to do is go back in and check the box again, but I could not find anything about it on www.computing.net

5. sure you can just delete it
woorst that can happen is you reload windows again. Might want to back it up to disk/floppy/cd first.

2. Check the file date on it...
... if it's very recent, it may be due to a worm or trojan which writes a random file to hide its own executable. It might have tried to infect your computer, caused it to crash, but not before writing a registry entry to look for that randomly named file, which it did not have time to write to file.

If you're reasonably sure you can look at the registry without messing things up, open regedit.exe and then do a search for that string (s2008ins.exe). That should point you to the registry entry so you can see what part of the system is affected. My guess is that it will be in the software->Microsoft->Run folder of the registry.

Maybe something about the entry will tell you what program created the entry.

Cheers.
