Scotty ran to them yesterday to escape the US reporters questions about Rove. But today several of the foreign reporters were asking about Rove as well.

It's getting easier for him to refuse to answer anything using his new standard excuse. That's exactly what Rove wants. The press now needs to get around the Scotty firewall somehow, or else there will be zero news out of the WH until the 'ongoing investigation' is over (which is probably going to be around 2008).

They were trying to get around "the Scotty firewall", that's why they kept asking differently worded questions over and over.
They know that KKKarl is going down, and they want to get Scotty to slip up because they want to be the first to report a new tid-bit.

about the situation (denying involvement is answering questions) until two days ago. So saying, "no comment during the investigation" isn't really going to pass muster this time.

Most people understand what "no comment" usually means, especially coming from a politician (or a professional athlete). The more he keeps this shit up, the more it will look like they've got something to hide.
Look out for falling poll numbers.
