What is it good for?

I don't see how on earth you can say that we waged preemptive warfare on Germany.

We didn't wage war on Germany because they might be a threat. We waged war on Germany because they were a threat.

12. We chose to focus on Germany at the expense of fighting Japan more.

We decided to focus on Germany before Japan, even though it wasn't Hitler who attacked us on 12/7. Japan had the ability to hit US territory hard, but Germany was only a threat to shipping in December 1941.

4. It IS necessary sometimes.

Not very often (but WWII). It is never the best route to take, but sometimes it is the last option. (And I am most definitely not talking about this war we are in now)
