Who was the "Master Blaster"

I woke up this morning thinking about a cartoon character called "Master Blaster." I think he was a villian.

I tried Googleing "Master Blaster" and I only got audio equipment or rap-stars.

I have no idea why I need to find out who this guy was.

5. Master Blaster was from Mad Max, Blaster Master was a cartoon

He was made into a nintendo video game of the same name. If I remember right, it was hard as hell.
