How about we track sex offenders......
How about we track sex offenders with those type of devices that they placed around Martha Stewart when she was released from prison?

3. Easy to avoid
The only reason Martha didn't dump hers weeks ago--supposedly the info on how to do it is readily available on the net--is that she's being watched. Joe Kidf****r can easily slip through the cracks without even trying.

And some distinction should be made between different kinds of sex abuse, related to the liklihood of recidivism. Opportunistic rapists, for example, can sometimes be shown the evil of their ways with a rubber hose and heavy boots. Child molesters are a harder audience to reach. They are good candidates for civil incarceration (is that the term?) as are serial rapists and others of that ilk.

Beepers won't do anything to stop them, or slow them down. They won't even make them easier to catch in most cases.

4. But then they would be fugitives. That is a huge step to take in life.
Most sexual offenders gradually evolve into the habits. This would take a conscious effort.
