2. In either cats or dogs that can be a sign of WORMS.
Ask your vet.

7. My dog does it when it's getting close to bath time
I give her a bath every couple of weeks in the summer. Sometimes, her hair around her butt gets a bit matted right at the end of the interval, and she'll scrape her butt on the carpet.

I recently bought a special rubber glove to use in her bath that has a built in comb. That seems to be working to prevent the matting around her butt.

6. Take your cat to the vet;
have his/her anal glands checked, and have them shave off the long hair around his heiney.

8. ...or be prepared for a really disgusting consequence...
My friend's bulldog pup was doing that because of an anal gland issue. He didn't do anything about it and the problem, well, took care of itself. All over his leather couch.
