What about those mercury vapor things. These supernova-in-a-bulb things don't do anything anyway. Omnidirectional light causes ones eyes to become daylight adapted making everthing but the lamp hard to see. If exterior lighting is necessary, it should be directed to the ground and rigged with motion dectors. We don't have unshaded lamps in our houses do we? Don't on-coming high-beams make it hard to see? Anyway, there is no evidence that exterior lighting reduces crime. For all we know, it just illuminates the target for criminals. It is as you say, a psychological security blanket for adults.
I live in formerly rural now fucking suburban Ohio. I have to drive five hours to PA for truly dark skies. There isn't a square inch of OH that is not effected by light pollution. Even so, low-level glare from nearby sources is far worse than the urban sky glow. I got the Garage Lamp Cluster across the street, the Blue Vapor Nebula next door and in winter, the Christmas Light Galaxy. The Milky Way hasn't got a chance.
