Jessica Rabbit is a close second, and that shot of Betty Rubble's bum upthread was a genuine eye opener, but Betty Boop is one of the few non-porno cartoon characters who was deliberately sexualized by her creators.

What's truly amazing is that she got past the censors back in the 1930's, though there apparently WERE public protests by church groups who felt that she was a bad influence on children, and some theatres refused to run shorts with her in it.

At 74 years old, Betty Boop is definitely the hottest female cartoon character out there.
