Some folks back home decided they wanted a law passed, so they called their local Congressman, and said, "You're right, there oughta be a law." Then he sat down and wrote me out and introduced me to Congress. And I became a bill, and I'll remain a bill until they decide to make me a law.

Some Corporation decided they wanted a law passed, so they donated to the reelection fund of a local Congressman, and he said, "You're right, there ought be a law, although my realization of this is totally unrelated, of course, to your generous donation." Then he sat down and wrote me out and slipped me in as a rider to another big bill, and sent me to Congress. And I became a part of a big omnibus bill, hidden between funding for a parking garage and a volleyball museum, and I'll remain a rider until they keep the voting going long enough to strong-arm and "persuade" enough Republicans to to make me a law.

As a child, I believed it really was as simple as that song. I think Tricky Dick was still in office when that cartoon came out. Talk about your cognitive dissonance.

reality is, of course, much different.
