3. It actually has to deal w/ the amount of people

and the mass amount of damage. There is a rotating list of names for hurricanes that last for 6 years before they start over. If a name on the list is one that strikes fear or brings back horrible memories (such as Andrew, Hugo, Camille) than the country affected can petition to have the name removed from the list.
I am waiting for a bad storm to come around w/ a "B" name. Once that happens and they finally remove a B from the list I'd like to petition that they put my name on the list. My storm would be all bluster and no bite. Added bonus-the weather personnel would always screw up the pronounciation.

There is usually a death either from the storm itself or the aftermath(fallen limbs, power outages, etc).

This link explains how a name can be removed from the list(and it's not necessarily a permanent removal of the name but a removal for the next 10 years).
