2. Homeland Security never foresaw a terrorist

blowing up a levee to flood the city? They knew they would only stand up to a category 3 hurricane and they saw a category 5 heading straight to NOLA for at least a day in advance and no body foresaw it. Where in the hell are all these plans Homeland Security made to respond to a terrorist attack on a US city apparently all they did was work on that stupid color code.
