Probably came out 10 years ago, with Kyle MacLachlan, Elisabeth Shue, and Dermit "Dirtball" Mulroney. Basically, the power goes off in California and everyone just descends into this sort of low-key anarchy... been a LONG time since I've seen it, but oddly enough I just happened to purchase it last week (before Katrina)... will watch it this weekend for some pointers. Ugh.
