8. So this is simply a proposal based on message board back and forth?

Doesn't sound like a good basis to agree to get married. Perhaps if you think he's interesting enough to maybe date, you should back him down off of proposal and perhaps into meeting, maybe having a picnic first or a movie at the drive in first? I firmly believe dating should happen for a while before marriage.

But if you just think he's nice (or even not so nice or weird) you should let him down very, very, very gently. Whatever you do, don't feed him any nonsense, or lie about your reason why you might not want to get married or date (not that you would).

Thats my two-bits worth. Hope it helps with the internal dialog I don't doubt is spinning around your head at about a million RPMs right now.
