I'm not handling things very well right now...and now, a frisky bird.

4. Do they need a "nest" to lay eggs? |
|
I am positive I have a male and female, but no eggs.

she's the bird expert, I'm just a slightly frazzled though affectionate owner of one. :)
Murphee is a single gal and she lays eggs occasionally. Though of course they are not fertile. :)

7. Sometimes not. Cockatiels are so easy to breed, they'll sometimes |

make do with the bottom of the cage and you don't even have to have a male present for the female to go into egg-laying mode.
If you want babies, it's best to get a nest box. I'd also recommend getting a good book on breeding and raising cockatiels. I used to breed African greys and Senegals...it's a big chore, but there are many rewards.

and she's just very annoying right now, what with the constant chirping.
She's now "under the blanket". In solitary confinement in her cage.
Only way to quiet her down. :(

Have you tried messing with her lighting to get her out of it?

9. I have hatched cockatiels and parakeets. Maybe ... |
|
You could try giving her a nesting box, if you've noticed this has to do with her laying eggs. She will certainly appreciate it either way! Boxes made for this can be gotten pretty cheaply at your local pet shop.
