I just figured it out: Condi = Babs. A strong, austere woman with a somewhat "masculine" energy, who is devoted to serving Bush and his interests in an almost sycophant-like way and is completely, so far as we can tell, asexual. She's his portable, suitable-for-the-White-House Mother.
