Is it nearest to: New York, Los Angeles, Chicago, Houston, Philadelphia, Phoenix, San Diego, San Antonio, Dallas or San Jose?

Is it nearest to: New York, Los Angeles, Chicago, Houston, Philadelphia, Phoenix, San Diego, San Antonio, Dallas or San Jose?

A clue is, it's 56 miles from the city hall of one of those cities.

The picture was taken on the Sunrise Highway, 56 miles from downtown San Diego. It's the Laguna Mountain Recreation Area, part of the Cleveland National Forest. The location is only 15 miles north of the U.S.-Mexico border.
