I hate easy to use gov't Web sites that aren't!

I just finished filling out two Fafsa forms for my two colleges students (This is the form that you fill out every year to determine how much aid (HA!) and student loans you're eligible for) and was referred to my state's Web page. (New York has an income based Tuition Assistance Program.) Well, first I couldn't get my son's form started because I couldn't remember his pin number. Then when I tried to apply for a new pin number, I got kicked off the system because I made too many attempts! So, I tried to fill out his sister's form. This time I got in, but the computer told me that I could go no further until I filed her Fafsa. Since I got sent to this site after I filed her Fafsa, I'm really going in circles now!
