What does 'Jump the shark' mean?

it refers to a "Happy Days" episode in which the Fonz is water skiing and jumps over a shark. Seen as the episode that was the final straw in a show that was going downward. So it has come to refer to the incident that can be pointed to as the noticible turning point toward eventual failure.
