Bicycle horns. The ones with the big rubber balls.

A quarter-inch ratchet with a deep-well socket on it makes a fun sound like those ratchet noisemakers do, and the silver reflects light so it's pretty.

And tambourines are always festive.

Better: we can honk a horn, spin a ratchet or shake a tambourine with one hand and drink to your 7000th post with the other!
