HTML questions from a lazy dunce (slightly unrelated kitten pictures here)

Is there a code that will shrink the size of my photos? Otherwise I'm going to have to reduce their size manually, try to get them all the same size, before posting them to the site. (EDIT: NEVER MIND ABOUT THIS ONE. I just figured it out. :dunce:)

Also, how does one add a link to a photo? I'm setting up my adoptcats.org site and need for people to click on the photo of the kitten they want, then it'll take them to a page full of photos of that kitten.
