Why do people wear combs in their hair in public?

I was just outside and saw some guy walking around with comb stuck in his hair. Why? Why wear your hair accessories down the middle of a busy street? I don't walk around with a bottle of gel stuck in my hair. Why? Because that looks stupid. And the comb doesn't look especially cool, either. :shrug: Why?

but you cannot see it because it is underneath the turban. I don't know if Sikh ladies are supposed to wear a comb too under their headscarf.
