"Ohioans convicted of driving under the influence in 2004 will be branded with something like a scarlet letter — a license plate with red numbers and letters on a yellow background.
The new law will take effect Jan. 1 and requires that people convicted of operating a vehicle under the influence of drugs or alcohol — even first-time offenders — display the red-numbered plates if they are allowed restricted driving privileges for driving to their job, school or for medical reasons."
