Usually, if you're not very much exposed to a language before you are about 12 years old, you're going to keep your accent, though it may or may not become less obvious.

Kissinger emigrated when he was 11 or 12 circa 1938-1939. He is of German origin of course.

I can understand that he still has an accent. I don't know much about his early life, but if his family settled in a community with a lot of other Germans, that might explain it as well.
