Electricians - a few questions
Okay, well just one.

Would an electrician or a power lineman have a routine piece of equipment that could be adapted to have the same affect as a taser gun? And if so, what would that piece of equipment be?

1. A lineman might have a megger.
This is used to test the insulation on high voltage cables.

Some of them can put out over 10000 volts DC.

I believe taser guns are in the range of 50000 volts DC.

3. Depends on how much adapting you mean
Don't know of any electricians who carry any device which is easily modified to produce the required voltage. On the other hand the types that don't shoot out electrodes are fairly simple to build from scratch.

7. There's more to it than voltage...
you also have to factor amperage, frequency (assuming alternating current, like the Tazer), and pulse shape.

50,000 volts AC at any decent amperage will KILL somebody if the frequency isn't high enough. This isn't something I'd try to do in my garage.
