Looks close on my map...I have to be in both within days - should I drive or fly?

without traffic you can drive it in about 3 hourish or so. I'm sure some of the Atlantic seaboard DUers have made this drive many times and could tell you more precisely.
Easily done if you have a day to drive, or even if you finish one place one day and have to do something in the other city the next day.

7. You'll love rush hour in DC: IIRC, it lasts from about 6AM to 8PM. |

The rest of the time, you'll only need to worry about traffic jams that back everything up for miles and miles.

Just go after rush hour or on the weekend. With no traffic problems, it's only a couple of hours.

Definitely not worth the effort to fly between them. It's a puddle jump on a small jet and it could take more time and effort to navigate the airports than driving between the two. Amtrak is a real option if you are going to be in DC proper or downtown Philly.

yes. even with the factories it's nicer scenery than the highway (look for the huge graveyard if you do it)
