Screen captures, DVD to .jpeg

I just bought my son an HP laptop which can play / copy / burn DVDs, but it doesn't seem to be able to capture images as .jpegs when the DVD is on pause. The only thing I know about such laptops is how to pay for them. Does anyone know of software which can do this? My son wants to build a homepage as a high school project, but I don't know enough to go to download.com and reliably say "yeah, that's worth buying."

Price is no object, even if I have to buy unnecesary hardware with the software. I just need to be able to give him this capability quickly. Can any of you point me in the right direction?

You can take screen captures of the DVD to your clipboard, then save it as a file.
