1. I think early Rush definately was but sometime around 'Moving Pictures'
they took a major turn away from the prog rock genre

2. I think that from 2112 to Moving Pictures they were pretty prog.
Even though "Limelight" is short (a function of the time it was released?), it has complicated time signatures and stuff. I'm not sure strenth of the Lee/ Peart rhythm section has been matched yet, at least in rock.
