Yes, you're right. It's Steely Dan's "Hey 19," from Gaucho (1980). I'm pretty sure that "Colombian" is cocaine for this time period, since Don Fagen is not the nineteen year old in the song, and it does NOT take place in 1967 (that's just him talking about being a has-been).

It's a drug reference, which I suppose is ultimately what matters. :P
