What's with no nylons in the middle of the winter?

I am not sure when this became the "style," but I see women all the time in our area wearing no nylons with their dress shoes. For example, go to court and the women attorneys are bare-legged. Go for a lunch-time stroll--bare legs in the middle of January--and sometimes even open-toed shoes!
And it isn't as though the stocking-less legs look great--they look pallid and cold.
But maybe there's a reason...?
