Has anyone bought music from legalsounds.com? Is this legal and for real?

Has anyone bought music from legalsounds.com? Is this legal and for real?
How can they get away with charging 9 cents for a song, when the iTunes store charges 99 cents? Is it legal to buy the MP3 files from legalsounds.com and use them here in the U.S.? Their web site has this non-helpful statement:

Is it legal to download music from site LegalSounds.com?

All the files in LegalMedia projects including LegalSounds.com are available for distribution through Internet according to license ??-3?-05-09 of the Russian Multimedia and Internet Society. Under the license terms, LegalMedia pays license fees for all the materials subject to the Law of the Russian Federation "On Copyright and Related Rights". All the materials are available solely for personal use and must not be used for further distribution, resale or broadcasting.

You are responsible for any usage and distribution of files received from LegalSounds.com. This responsibility depends on the local legislation of your country of residence. LegalSounds.com Administration does not keep up with the laws of different countries and is not responsible the actions of non-Russian users.

I don't know but thanks for the tip.

I was told that Limewire is supposed to be pretty good and definitely free (file sharing) I just can't download the software here at work ...well actually I CAN (I kept the admin's log on code) but I choose not too.

2. I certainly don't mind paying 9¢ per song, or $1 to $2 per album - I just want to know,

is it legal and I won't get in trouble for buying music this way? If it's all above board, why would anyone pay 99¢ when they can pay 9¢? I don't even mind paying 99¢ for a song I really want.
