I found a service online, but they want $100. If I have to pay that, I guess I can, but I'd love to find something more reasonable.

|
I believe many states allow you to self-serve divorce and small-claims documents. (I don't know about DC, or about whether DIY process service is a good idea for your case.)

There are gazillions of process servers in the DC area.
Is this a business issue? Personal?

It's for a modification for my child support order. I'm looking to collect post-majority support as my son will turn 18 a full 10 months before he graduates from high school. The state I live in allows me to collect until my son is finished with college or until he's 23, which ever comes first.

Normally a Sherriff or Constable can serve papers like those you described and they don't charge that much.

court reporting firms. Alot of times they have process servers. Your cheapest bet would be the constable's office though.
